Amendment XXVII

No law, varying the compensation for the services of the Senators and Representatives, shall take effect, until an election of Representatives shall have intervened.

Senators and Representatives can't give themselves [immediate] raises. If they vote for a salary adjustment it doesn't go into effect until the next term of office.

Of course the incumbents will be benefitting from their own legislation...
