I'm guessing that's a french fouragee but it is a different color and is worn a different way.

A French Fourragère is a French Fourragère only if it looks as you presented it. I had one authorized for temporary wear in Korea, and it looks like the image you presented. Don't guess, find the real answer.

That is not a French Fourragère.

You can see in another picture that he is the only one who is wearing it. He is the one giving the commands to the Drill Team. I have never seen that uniform item before.
