I'm not sure about how the awards system works for the British Military, but I know in the American Military anyone can recommend anyone for an award. That doesn't mean that it will be approved of course, but that is the way our Regulation reads.

Well DSEddie I recommend you for another ARCOM for being such a cool guy. If the US ARmy doesn't give you one then I'll give you a medal.

Medal recommendations go up the chain of command get discussed and then
acted on.Can be blocked at any point. Supposedly a soldier in the Falklands was denied a medal as their were several unpleasant stories about him.
