What is the point of having two staff positions (Corps Vice and Chief of Operations) whose jobs are exactly the same?

I suggest you revise the Chief of Operations's position and model it after this:
Create an Operations Squadron, which includes things like Drill Team, Color Guard, Kitty Hawk, Model Rocketry, etc. in it. Make the Chief of Operations thus the Commander for this Squadron. That is how it is done at my school (albeit we use "Deputy" where you use "Chief").

On the Squadron Leader:
First of all, I know it's just political correctness, but perhaps think about changing this title to "Squadron Commander", as that is what it is in the Air Force. Secondly, when you talk about the SL writing out the report, I think it would be wise to add in a clause that says "and forward it to the Corps' Commander". It would make him/her aware of the needs/problems of the flights in general, as well as it would lead the direction of leadership if it needs changing, to aid in decisions for the better of the unit.

I suggest you just delete "Chief of Administration", then take his second responsibility and give it to the Public Affairs Commander (not that this responsibility pertains to the "public", per se, but this gives the Public Affairs Commander a weekly responsibility so that he has something to do even when other things are slow--notice I also recommend changing "Chief of Public Affairs" to "Public Affairs Commander"). Then, take #'s 1 & 3 from his position and add it as other responsibilities of Chief of Personnel. I also recommend you rename "Chief of Personnel" to Personnel Officer, as it is the appropriate Air Force title. It's just a bit redundant to have one position (Chief of Administration) to share responsibities of both a Public Affairs Officer and a Personnel Officer.

Public Affairs Commander:
#3: Make sure all Cadets are aware of other Cadets' Achievements. I suggest he/she does this by way of the Flight Commanders, meaning he/she makes printed sheets of what he/she wants the Flight Commanders to say, and they say it to their respective Flights (because the Public Affairs Commander cannot be present in all classes).

Drill Team Commander:
I suggest you add a fourth responsibility where an exhibition flight/element routine is performed at middle schools during recruitment functions there.

Looks pretty good so far, only a few nitpicks with me: Your Chief of Operations and your Vice Commander don't need to exist the way the do. X nay the Chief of Operations and cut a link in your CoC for 1: simplicity, 2: cut the double tasks, 3: move those resources to another area. And a few questions: Do you have Flight Sergeants, Element Leaders, etc.? How many cadets do you have in your corps (approx) and what is the break down percentiles (AS years)?

to answer your questions TruBlu
we have roughly 120 cadets (small number yes, but it is a small school)
AS I - 50-60
AS II - 20
AS III - 25-30
AS IIII- 10-15

and C/CLN

they are the same mainly because the line of command needs to be kept in check with different ideas and morals.
like my Corp Commander, Me, And our Chief of Ops all have different ideas and morals. we keep each other in check.
my job and Chief of Ops is basically the same because the Corps Commander wants to choose one of us to be the Corps Commander next year and wants to see who preforms the tasks better than the other.

There's no point to beat a dead horse on what's been said about chief of operations.
I do have a question though. Two questions, actually.
Do you have only one squadron commander (Or say, an operations squadron commander over the flights, a performance squadron commander over the teams, and a operations support squadron over admin, logistics, public affairs, etc.)?
Do rour staff jobs fall under a separate entity (a support squadron/group) or do they serve in a direct reporting capacity in which they report directly to the vice or corps commander?

flight commanders report to the squadron commanders (we have 2 squadron commanders with 2 -4 flights under them) the squadron commanders report directly to the VC or CC.
everyone else directly reports to the VC or CC

^^You should have "Regular" Squadrons (Flights), and Operational (Drill Team, Color Guard, KHAS, Model Rocketry, etc.), and a Support Squadron (MWR, PT, Logistics, basically everything else).
How big is your unit, and how is staff run? (For ex: my school has most juniors and seniors as main staff, because they have class at the same time [there are two ROTC classrooms, so two classes operating at once], so they can get staff stuff done.)

we have a fairly small unit. less than 150 kids in it.
we only have 1 rotc room. we usually get most of our staff things done after school at practices and meetings. or during classroom when our SASI is finished with teaching.
