If i went to a college under a State Service Scholarship for the army National guard, and were commissioned as an officer, would i be able serve under the regular army, or would i have to stay in as a guard officer?

Chances are that you would have to finish out your Guard time...When your re-enlistment window opens (hypothetically speaking since you will be an officer), I believe that you can sign with the regulars...you might wanna PM armysc_25 with that.

Unfortunately I don't have the answer off the top of my head for that. Many times, you're able to choose which component to serve with (Active, Reserve, or Guard). If you can't go Active as soon as you commission because of the program, fulfill your service requirement then switch over; you don't have to stay with the Guard the whole time unless you decide you like it and want to stay.
BTW, officers don't re-enlist...

STATE SERVICE. Kind of sounds like you'd be obliged to stick with a STATE Guard Unit. Most times if the STATE pays, they want you in their Guard Unit. Now things would open up for you if you came under a Federal Call-up. There are certain cases that would allow you to stay on Active Duty.
There are also ways you can go Active Duty assigned to the Guard or Title 10. That is a Title 10 position in your Guard Unit and you are subject to all the Duties and responsibilities of an Active Duty person. There are also Full-Time State Technician posts too. Those are technically CIVILIAN positions during the week, but you are required to keep your Commission or Enlistment in the Guard current.
Lots of things for you to look into and consider. Talk with an Officer Recruiter and a Guard Recruiter before you do anything.

As someone who actually spent the last two years of College on a Texas Army National Guard scholarship, I might be able to shed some light on this.
Ultimately, it will depend on the state. There were six of us on the same scholarship and I was the only one that stayed with the TXARNG, the others all went Active Duty. They requested to do their Guard obligation after Active Duty service and were granted it. (Now ask me if I think I will ever see any of them in the TXARNG)
Also...
After you get your commission, there are times when the AC (Active Component) conduct "call-ups" for Officers and request Captains, Majors and even Lt. Colonels to transition to the AC from the RC (Reserve Component) or NG (National Guard).
So there are options to go AC after you do some time.
Hopefully, that sheds some light on the subject.

Well as of right now, I'm in the stage of mind where i want to be an Active Duty Officer and make a career out of the Army through that course of action.

Which course of action?
If/when you accept that National Guard scholarship, there is a very good chance the state will not release you to go AD.
One thing I tell all ROTC Cadets, NEVER count on going Active Duty until you are confirmed selected into AD and even then....wait until you actually take your oath to know it is official.
I have seen cadets over the years that were so sure they were going Active Duty only to be told they were going RC instead, and I have seen the reverse true as well.
Always have a back-up plan, have a civilian career waiting for you in the wings just in case. If you do not do this, then you are setting yourself (and your familiy if you have one) up for failure.
Nothing in the Army is a sure thing until after all the paperwork is signed and even then....it can change.
