Medals can only be worn on the service dress uniform, while ribbons are worn above the left pocket on the light blue shirt AND on the service dress.

AFI 36-2903 (http://www.e-publishing.af.mil/shared/media/epubs/afi36-2903.pdf), Chapter 4 - Awards and Decorations. I don't think there is any AFJROTC standard for ribbon and medal wear, so the USAF had to shed some light on it. Now I have seen events were medals are 'authorized' on the blues uniform, to include graduation from Cadet Officer Leadership School. Check with the event you are questioning, but if you can't, go by the regs and wear only what is required. I've seen to many times when cadets are overdressed for occasions, and its almost always better to meet the minimum (in terms of 'stuff').

I see. Thank you because i was looking into that for about two days
and couldn't find it so i just assumed it could only be worn on service dress.
